About the company

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Manager, Quality Control — BSA/AML & Sanctions Operations based in the United States.

Responsibilities
  • Manage the day-to-day operation of the independent QC program across five review populations, maintaining appropriate separation from production disposition authority.
  • Apply and maintain risk-based, stratified sampling methodologies across analysts and queues, including appropriate oversampling for new hires, while recommending refinements based on review results.
  • Apply and maintain an error taxonomy covering critical, significant, and administrative findings, aligned with established regulatory documentation standards.
  • Ensure appropriate escalation and re-work processes are followed and identify recurring gaps or control weaknesses for senior QC leadership.
  • Lead and develop QC Leads and QC Analysts, establishing clear performance expectations and facilitating regular calibration sessions with QC, team leads, and operational managers.
  • Compile quality control results, trends, and thematic findings for senior leadership and BSA/AML governance forums.
  • Track effective-challenge findings and remediation activities through to closure, ensuring accountability and appropriate follow-up.
  • Coordinate read-only system access and maintain the QC results repository across relevant financial crime and sanctions platforms.
  • Ensure the QC function remains independent and does not hold production disposition rights.
  • Operate the QC program in accordance with the established Financial Crimes Compliance Independent Testing and Quality Assurance framework.
  • Support engagements with Financial Crimes Compliance Independent Testing and Internal Audit while maintaining the distinct scope and independence of the QC function.
  • Develop product-aware sampling approaches and error taxonomies that reflect the specific fraud, AML, sanctions, and compliance risks associated with different products.
  • Oversee quality control coverage across card issuing and prepaid products, merchant and ATM acquiring, tax products, digital and faster payments, and sanctions screening.
  • Ensure reviewers appropriately evaluate product-specific typologies, source-of-funds designations, merchant and ATM risks, payment dispositions, and sanctions-related decisions.
  • Ensure QC findings correctly distinguish responsibilities between the bank and its program managers where applicable.
Requirements
  • Bachelor’s degree required.
  • CAMS certification required; CFE, CFCS, or CRCM certification strongly preferred.
  • 6–9 years of professional experience in BSA/AML, financial crime compliance, quality assurance, quality control, or independent testing.
  • At least 2 years of experience managing and developing people, preferably investigators, analysts, or financial crime professionals.
  • Demonstrated experience designing and applying risk-based sampling methodologies and error taxonomies within a regulated environment.
  • Strong knowledge of alert investigation, case management, sanctions screening, and financial crime operational workflows.
  • Experience with multiple financial crime review populations, including card issuing, prepaid, merchant acquiring, ATM, digital payments, faster payments, and sanctions.
  • Strong understanding of quality control and quality assurance principles, including statistically valid sampling, reviewer calibration, documentation standards, and effective challenge.
  • Familiarity with the five-element documentation baseline and regulatory examiner expectations.
  • Strong analytical skills and the ability to identify patterns, trends, control weaknesses, and recurring operational issues.
  • Excellent written communication skills, with the ability to present quality findings and emerging trends clearly to senior leadership and governance forums.
  • Strong independence, objectivity, and professional judgment, with the confidence to challenge production teams constructively while maintaining effective working relationships.
  • Collaborative approach to working with first-, second-, and third-line functions while preserving the independent scope of quality control.
  • Strong organizational and project management skills, with the ability to manage multiple review populations, priorities, and stakeholders effectively.
  • Experience working in financial services, banking, fintech, payments, or another highly regulated environment is highly valuable.
Conditions
  • Annual salary range of $72,000–$120,000 USD.
