About the company

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager (HSM/Zero Trust/Post-Quantum Cryptography) based in the United States.

This is a high-impact program leadership role focused on enterprise security, cryptographic infrastructure, Zero Trust, and post-quantum cryptography modernization.

Responsibilities
  • Provide overall program leadership and accountability for cost, schedule, performance, staffing, risk, quality, and successful delivery.
  • Develop, maintain, and execute the Contractor Project Management Plan, covering program approach, timelines, tools, resources, risks, communications, maintenance scheduling, and managed-service SLA governance.
  • Coordinate activities across HSM sustainment, managed HSM services, Zero Trust initiatives, post-quantum cryptography modernization, professional services, and knowledge-transfer programs.
  • Lead regular program status reviews and maintain clear, continuous communication with government program managers, contracting representatives, security stakeholders, and other key parties.
  • Manage program risks, issues, dependencies, corrective actions, escalations, and mitigation strategies to maintain delivery momentum.
  • Ensure timely and accurate completion of monthly progress reports and other contractual deliverables, including operational status, system availability, partition utilization, tickets, patching, PQC milestones, staffing, and government-furnished property.
  • Oversee staffing continuity, resource allocation, surge requirements, and coordination with subcontractors, technology providers, and OEM partners.
  • Review technical and lifecycle recommendations with a focus on operational impact, schedule, risk, performance, and contractual compliance.
  • Support annual HSM and PQC training, knowledge transfer, transition-in, and transition-out activities.
  • Monitor contractual SLAs and performance metrics, including HSM availability, critical hardware response, patching, PQC milestones, and deliverable timeliness.
  • Coordinate technical, cybersecurity, HSM operations, PQC, OEM, and compliance resources to maintain an integrated delivery approach.
  • Provide evidence of at least two comparable prior programs, including your role, scope managed, and measurable outcomes achieved.
Requirements
  • Bachelor’s degree and 10+ years of program management experience, preferably within the federal sector.
  • Demonstrated experience managing complex IT programs of comparable scope and scale, particularly within government or highly regulated environments.
  • Experience managing cybersecurity, cryptographic infrastructure, enterprise security operations, PKI, KMS, or related security programs.
  • Strong leadership experience managing multidisciplinary engineering, cybersecurity, and technical teams.
  • Proven ability to manage federal customer relationships, technical deliverables, schedules, risks, SLAs, performance metrics, and contractual obligations.
  • Demonstrated experience with at least two comparable programs, with measurable outcomes and clearly defined responsibility.
  • Strong understanding of HSM, PKI, KMS, Zero Trust, FIPS 140-3, and post-quantum cryptography environments.
  • Excellent communication, stakeholder-management, problem-solving, and escalation-management skills.
  • Ability to coordinate multiple workstreams, balance competing priorities, and maintain delivery quality in complex environments.
  • PMP, PgMP, ITIL, or similar program-management certification is preferred.
  • Experience supporting the Department of Veterans Affairs or another large federal civilian agency is a plus.
  • Strong judgment, organizational discipline, and the ability to translate complex technical and security requirements into actionable program plans.
