About the company

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Staff Product Manager, Strategy based in the United States.

Responsibilities
  • Own the long-term product vision and strategy across a portfolio of products or complex, multi-team programs, with a strong focus on strategic outcomes rather than day-to-day delivery.
  • Translate high-level organizational, client, policy, and user needs into strategic direction, product priorities, and long-term roadmaps.
  • Partner with executive stakeholders, clients, and cross-functional teams to establish shared vision, align priorities, and make informed product decisions.
  • Apply strong systems thinking to identify opportunities, challenge the status quo, and improve the effectiveness of digital services and product strategies.
  • Guide product strategy within a consulting environment, balancing user needs, client objectives, technology considerations, policy requirements, compliance constraints, and procurement realities.
  • Stay informed about emerging technologies, industry trends, product methodologies, and market developments, using evidence-based insights to shape strategic recommendations.
  • Mentor and develop product managers and other practitioners, helping strengthen product management capabilities and encouraging modern, user-centered practices.
  • Facilitate collaboration across product, design, engineering, and other functional teams while influencing outcomes without direct authority.
  • Represent the product management practice with senior clients, stakeholders, and the broader civic technology community.
  • Contribute to business development activities, including proposals, client relationships, account growth, and initiatives that expand organizational capabilities and impact.
  • Identify opportunities for organic growth within existing programs and help senior product leaders continuously improve the broader product management practice.
  • Support the development of digital services that reduce complexity, improve decision-making, and create better experiences and outcomes for patients, caregivers, providers, payers, and policymakers.
Requirements
  • Bring at least 3 years of experience operating at the Principal, Staff, or equivalent senior individual contributor level in product management.
  • Hold a bachelor’s degree or demonstrate equivalent professional experience.
  • Demonstrate exceptional written and verbal English communication skills, with the ability to translate complex technical, product, and policy concepts for diverse audiences.
  • Have a strong consulting mindset and experience working effectively with executive partners, clients, and senior stakeholders.
  • Demonstrate a consistent habit of staying current with emerging technologies, industry trends, and product methodologies, and the ability to develop and communicate informed opinions about their strategic relevance.
  • Have significant experience owning long-term product vision and strategy across multiple products, platforms, or complex multi-team programs.
  • Demonstrate strong command of modern product management practices, including user-centered design, agile delivery, and continuous discovery.
  • Have a proven track record of mentoring and developing less experienced product professionals.
  • Be highly effective at influencing and aligning executives, clients, and cross-functional teams without formal authority.
  • Demonstrate experience contributing to business development activities such as proposals, client relationships, account expansion, or product practice growth.
  • Ideally, bring experience with healthcare data standards, regulations, or systems, including CMS programs, FHIR, electronic clinical quality measures, or value-based care initiatives.
  • Experience in professional services, government, federal consulting, or another highly regulated environment is strongly preferred.
  • Familiarity with public-sector procurement and contracting processes, federal compliance frameworks, ATO processes, or FedRAMP is advantageous.
  • Experience working with federal health agencies or on healthcare quality reporting, payment models, or public-facing healthcare transparency initiatives is a plus.
  • Bring at least 2 years of experience working effectively on remote teams, preferably in a leadership capacity.
  • Meet the applicable security requirements, including US citizenship or Green Card status, with no sponsorship available.
  • Have maintained US residency for at least the past 3 years and be able to successfully meet the requirements for a position of Public Trust, including completion of a US Government background investigation.
